The 8 states that make up Northeast India are home to more than 200 indigenous communities and 1/4th of the country’s total forest cover; yet, the Forest Rights Act (FRA) has not made much headway here. What factors stop it from being implemented efficiently on the ground? What needs to change in order for this to happen?
